Recognition came early for Justin Fulcher. By 2017, just four years after co-founding the telemedicine company RingMD, he had earned a spot on Forbes Asia’s 30 Under 30 list in the Healthcare and Science category.
The honor reflected what RingMD had accomplished since its 2013 launch. Fulcher, who co-founded the company at age 21, built a platform that connected patients with physicians remotely across multiple Asian countries, addressing gaps in healthcare access that persisted even as mobile technology spread quickly through much of the region.
Solving for Constraint, Not Convenience
RingMD had to operate in environments where bandwidth was unreliable and healthcare infrastructure was uneven at best. Justin Fulcher built the platform with those limitations in mind from the start, rather than treating them as obstacles to overcome once the company had scaled up.
“Healthcare is one of those things that affects everybody,” Justin Fulcher told Charleston Digital Corridor in 2020. “Without the basic, fundamental healthcare access, it handicaps many parts of the world.” That perspective helps explain why the Forbes recognition mattered to him beyond the accolade itself, pointing to a company that had genuinely expanded access for people who previously had few options for care.
A Career That Kept Building
Fulcher has since moved beyond day to day management of RingMD, though he remains involved as a board member and minority shareholder. Justin Fulcher went on to advise the Department of Defense on acquisition reform starting in 2025, applying the same problem solving instincts that first earned him recognition in the healthcare sector to a very different set of institutional demands.
He also carried the Forbes recognition with him into public service, where he now works on accelerating technology adoption and shortening procurement timelines from years to months, part of a broader modernization push across the department and its many contractors.
